Energy Bill Help: LIHEAP Guide Privacy Policy

Privacy policy for the application.

This privacy policy applies to the Energy Bill Help: LIHEAP Guide app (the “app”, Android package com.insightmyung.liheapalert) provided by Insight & Myung LLC (the “developer”). The app is an unofficial guide: it is not affiliated with, endorsed by or acting for any government agency or utility, and it never takes applications itself. It does not require login, account creation or any personal information. The developer runs no server for this app and the app uses no analytics or crash reporting tools, so the developer does not directly collect or store your personal information. However, as described under “Advertising and Third-Party Services” below, our advertising partner may automatically process some data in order to show ads.

Information We Collect

The developer does not collect any information that identifies you, such as your name, email address or phone number. Data processed by third-party services used in the app (advertising) is handled under those providers’ privacy policies, as described below.

Data Stored on Your Device

The state you choose, the groups you select (such as “age 60 or older” or “has a shutoff notice”, used only to pick which application dates apply to you), your language, whether reminders are on, your setup progress, the reminders scheduled on your phone, the time of the last data update, and two app usage counters (how many times the app was opened and whether a review was already requested) are stored only on your device. The app also keeps a cached copy of the public program data it downloads. Reminders are local notifications scheduled on your device; no push server is used. This data is not sent to the developer, to Google or to any other server, is not used to target ads (the launch counter only decides when ads may show), and is excluded from Android device backups. It is deleted when you uninstall the app.

Advertising and Third-Party Services

This app uses Google AdMob to show ads. When ads are displayed, Google may collect and process certain data, such as your device’s advertising ID, IP address and device information, to deliver ads, measure ad performance and prevent fraud. This data is processed under Google’s privacy policy, not by the developer.

The app shows a banner at the bottom of its main screens (not on the start or setup screens) and a full-screen ad while the app starts (not on the very first launch). To show and measure ads, Google AdMob may collect your advertising ID, IP address, device information, approximate location estimated from your IP address, ad interactions and diagnostic data, and may use them for personalized ads. The developer does not sell your personal information, but under some US state privacy laws (such as California’s) Google’s use of this data for personalized ads can count as “selling” or “sharing”. To opt out of personalized ads, delete or reset your advertising ID or turn off ads personalization in your device settings (Settings > Google > Ads, or Settings > Privacy > Ads on some phones); you will then see non-personalized ads. The app never sends your chosen state, groups or reminders to Google.

Network Communication

Once a day, and when you open the app, the app downloads a public file of program dates from raw.githubusercontent.com (GitHub) so that dates can be corrected without an app update. It also downloads a small public list of the developer’s other apps from the same place and their icons from Google Play’s image server (play-lh.googleusercontent.com). These requests contain no personal information; like any HTTPS request they reveal only connection data such as your IP address. Official program websites open in your browser, and phone numbers open your phone’s dialer; the app does not track what you do there. “Report a wrong date” opens your mail app with a draft whose subject contains the state code you chose and the app version; nothing is sent unless you send the email yourself.

Children’s Privacy

This app is not directed at children, and we do not knowingly collect personal information from children.
